Barking is one of the ways dogs communicate. Herding and guarding dogs in particular tend to bark a lot and controlling the behavior requires lots of patience. Jack Russells, as you know, are very active dogs and need more physical and mental stimulation than some other breeds. When you want him to stop barking, use a word you choose and say it, but don't shout as that will only make him bark more. Teach your dog to lie down on command - he can't bark in this position. Bach's Rescue Remedy is another tool you can use to calm your dog. Try the TTouch on his ears, making small, gentle circles from the base to the tip. Use a head halter to gently lift his head up and prevent barking. Never yell or punish your dog for barking, it doesn't work and you lose his trust.
