Bathe the dog more frequently during flea season. Use a natural shampoo made for dogs. Purchase diatomaceous earth, food grade only, and sprinkle around the house especially the dog's bed and outside in the garden. You can even put a small amount of food grade in your dog's food, but check dosage for the size of your dog. Melrose oil mixed with water and sprayed on your dog works too and keeps ticks away too.
