Yes, but it takes patience, especially with an older bird. Place the cage in a quiet area of the house. Speaking softly, calmy place your hand in the cage without moving it. Do this for a few minutes daily. When you feel the bird is used to your hand, slowly move your hand close to the bird's chest or right up against it if he will let you. Repeat these steps until your bird accepts your hand and he steps on it. Wait until feeding time. Place your hand over the bowl with some food on your hand so he must step on your hand to feed.
