Why does my cat's tongue feel scratchy, and not smooth like a human tongue?

Cats'  tongues have tiny barbs all over except for the tip that look like hooks. The scratchy-feeling tongue helps that cat remove dirt and loose fur from its coat, similar to a brush. It was once thought it enabled a cat to lap and hold milk in its mouth, but research has shown that cats lap milk with the smooth tip of the tongue.
